The public outcry won out on this particular part of the bill, but the bill still contained a massive expansion of the AmeriCorp program, and the creation of, as explained by the Washington Examiner, “youth engagement zones” in which “service learning” is “a mandatory part of the curriculum in all of the secondary schools served by the local educational agency.” This updated form of voluntary community service is also to be “integrated into the science, technology, engineering and mathematics curricula” at all levels of schooling. The big deal was that the Department of Education distributed lesson plans that prepared kids for the speech, then followed up the speech with more lesson plans that would further cement the Presidents message into there minds. The message? Support the Presidents agenda. Serve. Support 'social justice'. Once again, public outcry won out and the President tempered his speech by turning it into a 'stay in school' campaign, and the DOE's learning packet was whittled down to something more acceptable. So, to answer your question, "has this happened yet?" Not yet, but they haven't stopped trying.
