HR 1388 IR (111th Congress) was amended to remove the language calling for a study of a mandatory service requirement. The public outcry won out on this particular part of the bill, but the bill still contained a massive expansion of the AmeriCorp program, and the creation of, as explained by the Washington Examiner, “youth engagement zones” in which “service learning” is “a mandatory part of the curriculum in all of the secondary schools served by the local educational agency.” This updated form of voluntary community service is also to be “integrated into the science, technology, engineering and mathematics curricula” at all levels of schooling. Sounds like a government curriculum for government approved “service learning,” which is nothing less than indoctrination. - http://bit.ly/a9btoo

Pam Geller, over at biggovernment.com addressed this issue also only a few months ago - http://bit.ly/azYFvm . It seems that AmeriCorp is building curriculums to teach kids how to be good little servants. The amount of money that has been dedicated to these programs is enormous, and the fraud has been rampant. In fact, the Inspector General for AmeriCorp was fired by Obama for daring to report the frauds that were being conducted in Sacramento, CA by an Obama supporter. http://bit.ly/96uq1q

On September 8, 2009, Obama planned a speech to be broadcast to every child in public school across the country. That, in and of itself, was no big deal. He is the President after all, and he should be able to talk to any of his constituents, even children. The big deal was that the Department of Education distributed lesson plans that prepared kids for the speech, then followed up the speech with more lesson plans that would further cement the Presidents message into there minds. The message? Support the Presidents agenda. Serve. Support 'social justice'. Once again, public outcry won out and the President tempered his speech by turning it into a 'stay in school' campaign, and the DOE's learning packet was whittled down to something more acceptable.

So, to answer your question, "has this happened yet?"

Not yet, but they haven't stopped trying.
